  • From Comments Summer 2010: HEATHROW Victory Third Runway Scrapped - Half Day's Peace Protected: After a long campaign by residents and green groups against Heathrow expansion the coalition government has announced that expansion plans will be scrapped. The Lib Dems have long campaigned against expansion. "It has been Liberal Democrat policy to oppose expansion at Heathrow, and thanks to the coalition agreement we have been able to make good on our promise, " said Mike Butlin. The coalition has also moved to protect runway alternation, which gives residents a half day's peace.
  • Local Lib Dems say "Thank you": MICHAEL Butlin, Margaret Stevens and Steven Topol, your Liberal Democrat candidates would like to thank the thousands of residents who supported them on May 6th. The Conservatives narrowly held the three seats in South Twickenham, with the Liberal Democrats the close runners up. Labour and Greens were a distant third, proving once again that votes for Labour & Green candidates only help the Conservatives.   • NEW Safety Crossing in Staines Road Comments campaignerSteve Topol is fighting to ensure that the new Safety Crossing inStaines Rd, between the Prince Blucher and First Cross Rdbecomes fully operational as soon as possible. Parents who need to cross the busy Staines Rd when taking their children to and from Archdeacon & Cambridge School will be able to do so safely at this crossing point. The previous Liberal Democrat Council decided to install the crossing, and it was due to become operational by early May. Transport for London have been slow to move the busshelter from its old site, near the crossing, to the new site due to problems with EDF reconnecting the power. Steve is now pressing the council, TFL and EDF to speed this work up, so that this vital crossing point can be used.
  • YOUTH Magazine scrapped: The Liberal Democrats have called on the new Conservative council to reconsider its decision to scrap the Council's youth magazine. The magazine has been going for two years and has involved numerousyoung people in the planning, writing and editing of the magazine, wand contains important information and advice for young people. "Young people are a top priority for the Liberal Democrats, I would urge the local Conservatives to keep up the work of the last Lib Dem Council," said Margaret Stevens.
  • News in Brief: No to Speeding and HGV traffic in our Residential Streets.Michael Butlin will be continue to campaign for 20 mph zones in our streets. Under the the latest 20 mph zone guidelines local authorities can introduce "signed only" 20 mph zones (i. e. no requirement for speed bumps).
  • Community and PolicePartnership: Margaret Stevens has just been selected to represent the borough's secondary school governors on the Community & Policepartnership. Margaret said, "I will use the opportunity to ensure our police and schools are working together to reduce youth crime in the borough. "
  • Crime Crackdown: A list of nominated neighbours in our ward is now being collated by Operation Lockout to help elderly and vulnerable people in a new campaign to combat theft and distraction burglaries. Vulnerable residents will be invited to pair up with a nominated neighbour so that cold callers can be directed straight to them. They will then deal with unwanted visitors and pass on details of bona fide service providers.

  • [From Comments Spring 2010] KEEP Bushy Park Free:Following the hugely successful rally held in January, Vince Cable and local Lib Dem campaigners have pledged that the fight against parking charges is far from over. Over 1,000 local residents; friends' groups and MPs attended the rally. "The huge attendance demonstrates the strength of feeling locally, which the Government must not be allowed to ignore. Richmond and Bushy Park are special places that mean so much to local residents", said Vince. Local campaignerMargaret Stevens added:"The Government must listen to local people- the parks should remain free." The Liberal Democrat frontbench is currently in opposing the introduction of parkingcharges in the House of Commons.
  • HAMILTON Road: Steve Topol has opposed the latest application by developers wanting to build a large housing development at the end of Hamilton Rd. The threatened development proposes far too many properties for this site, and would result in more traffic and parkingproblems in the area. As a result of the objections made by Steve Topol and local residents , the council refused the developer's application. The developer is now appealing against the Lib Dem Council's refusal to allow the application. Steve Topol said, "We will continue to fight this unwanted development."
  • STRAWBERRY VALE Flooding: Residents in Strawberry Vale have complained that their street frequently becomes flooded. This is because the drains there converge to discharge into the river, and when the river level is high the discharge is prevented. The street is lower than the surrounding streets, so leaves blow down into the drains.Steve Topol has made the Council take action. As a result, work has started on additional cleaning of the drains and they will be cleaned more frequently. The council will be looking at the drainage infrastructure of the area so improvements can be made. The Council is now sweeping the area more frequently.
  • 20 MPH Zones: Michael Butlin wants to hear your views on "20mph only" areas for residential areas. Under new government rules, the residential streets around Twickenham Green and Strawberry Hill would qualify for a 20mph zone. Michael Butlin together with Steve and Margaret are carrying out a survey right now to see if our residents want the proven benefits of lower speeds and reduced accidents; on their streets!   • LORRY Damage: Residents in Crane Rd, Colne Rd and Edwin Rd have found that their parked cars have been damaged after being hit by HGVs traveling through their area. Local campaigner, Steve Topol is now consulting residents, and discussing with the Councillor in charge of Highways at the Council, ways to massively reduce the number of lorries that are able to use these streets. Steve said, "I want to ensure that residents can park without any damage to their cars."
  • TOXIC Site Cleaned Up:Michael Butlin is happy to report that the wastedump of old tires, oil, gas bottles left by Blays of Twickenham Green behind the old Cotswold Garden shop front have been removed.   • NEW Zebra Crossing in Waldegrave Rd: The Liberal Democrat Council are installing a new zebra crossing in Waldegrave Road. The crossing will make this busy road easier and will slow traffic speeds at the busy intersection of Waldegrave Rd, Strawbery Vale and Cross Deep.

  • COMMUNITY toilet scheme: One of the popular initiatives started by the Liberal Democrats on Richmond Council has been the Community Toilet Scheme. 90 toilets in pubs, cafés, and offices around the borough are now open to the public. The Council pays the venue £600 a year to allow unrestricted access to the toilets. This is very much cheaper, and offers many more toilets, than the traditional public toilets, which are very expensive to maintain. Just look for the Community Toilet sign outside.

2009 News:

  • [From Comments Winter 2009-10]:PARKING CONSULTATION RESULTS: In streets where parking is difficult, residents often request ControlledParking Zones [CPZ] to make parkingeasier for residents and their visitors. The Liberal Democrat led council will implement a CPZ in a street if a majority of residents want one. The decision on CPZs and their hours of operation is always left to residents. Residents in Abbotsmede and Hollies Closes, Orford Gardens, Popes Grove, and Holmes, Radnor, Tower and Upper Grotto Roads have recently voted to retain the existing hours of operation of their CPZ from 8.30 am to 10.30 am. 73 % wanted to retain the current hours, and 26 % wanted to extend them. As the majority voted to keep the status quo, this will be the decision that the council implements. In Waldegrave Gardens, from the Tower Road end to the Waldegrave Road end, a very clear majority of residents voted to extend the hours of operation, and so for this part of Waldegrave Gardens, the hours of operation will be extended to four hours a day.
Colne Road Area: Residents in the Colne Rd area [covering: Albion, Barnaby Close, Colne, Crane, Edwin, Gould, Gravel, Hamilton, Knowle, Marsh Farm, May, Mereway, Norcutt, Talbot and Warwick Roads; Hunting Gate Mews and Knights Place] were consulted on whether they wanted a weekday and a rugby match day CPZ in their area. The results showed an even split for and against a CPZ being introduced. Due to the split, the council will not introduce a CPZ at the present time. The council are aware that many residents in the area have parking problems, and the strength of feeling that residents have both for and against a CPZ. Residents in these streets will be consulted at regular intervals. In the meantime, local campaigner Steve Topol will be working with residents to bring any extra space in this part of Twickenham into public use so it can be used for residential parking.
  • EDWIN Road Car Park: Residents on the 'odd number' side of Edwin Road could in the past park safely in the RHP car park in Edwin Road. The residents had keys enabling them to open the gate and park in the car park. However the gate has been damaged by a lorry, meaning that the car park could not be locked. This has led to non residents entering the car park, and dumping rubbish. Steve Topol is pressing RHP to bring the gate back into use and give residents the keys. RHP has now purchased a new gate and will be consulting residents on the operation of the car park.
  • Where is KINGFISHER BRIDGE? Three young children from Trafalgar Primary School can answer that question because they named it! The new bridge will rise over the Duke of Northumberland tributary, which heads north from the River Crane at the top of Mereway Road. The bridge will redirect the cycle path through Kneller Gardensand towards the Craneford Way Fields. Michael Butlin, a member of Friends of Kneller Gardenssaid : "The re-direction of cyclists away from the riverside onto a more direct route across Kneller Gardens will give local residents more space to enjoy a quiet walk !"
  • WASTE dump to be cleared up: Thanks to local campaigner Michael Butlin; a pile of tyres, an empty gas bottle, a metal fuel tank and oily water behind the empty Cotswold store, near the green, are being cleaned up. Mike has contacted the Council's Principal Environmental Health Officer and Cabinet Member for the Environment about the site and requested that it be cleaned up. Snellers, who are acting as agents, have also been informed of the condition of the site and Mike has requested that the site be made secure. "I am pleased with the prompt action of the Council, but I will continue to monitor the situation to ensure that the site is made safe," said Mike Butlin.

  • LAUREL Avenue Success: Efforts by local residents and Michael Butlin in opposing a planningapplication for a mini-cab office in an residential area with restrictedparking, were successful. However the applicants thought they were above the law and pushed ahead with their plans and opened the business. The residents with Michael Butlin's support, contacted the local planning office requesting enforcement of the rejection and to ensure the business ceased trading at this location. Michael Butlin ensured that the local Police andTransport for London were informed of the operation of the business. United residents, supported by Michael Butlin and thePlanning Department successfully enforced the closure of this illegal operation
  • ON Twickenham Green, the council has funded the resurfacing of the central pathway, the provision of the two large notice boards, work on the trees and reseeding of the grass. Matthew said, 'In addition to thefunding from the council, I congratulate all the members of theFriends of Radnor Gardens &Friends of Twickenham Green for their dedication and involvement in raising additional funds for these superb public green spaces. Matthew said, ' The Liberal Democrat Council, in conjunction with English Heritage, is currently funding making major improvements to Twickenham Embankment. Ten new trees are being planted, there will be new hedging, improved surfacing with York Stone, and, in keeping with the area, an Eel Pie Legends Music Tribute Area!
  • RESIDENTS in Grove Avenue have complained to local campaigner, Steve Topol that after Friday and Saturday night revelry in Twickenham town centre, their street is covered in litter. Steve has ensured that action will be taken. Every Monday morning, the council's contractors will check the litter situation in Grove Avenue, LionAvenue, Laurel Avenue and Clifden Rd. Any litter will be quickly removed. "Thanks to the Lib Dem team Grove Avenue has been cleaned up," said local resident,
  • MAJOR Improvements for our Green Spaces: Local campaigner, Matthew Hull has welcomed the major improvements to green public open spaces in Twickenham, which have been made possible byfunding from the Liberal Democrat Council In Radnor Gardens, the council have funded the repair of the gate, resurfacing of the pathway, new trees & litter bins, major improvements to the bowling club area & vital improvements above the tunnel.
  • VINCE'S campaign to save Strawberry Hill station booking offices from reduced opening hours has paid off. Last summer Vince had a petition signing push, actively supported by Michael Butlin (in one of his many hats). The support given by the many signatures of Strawberry Hill residents helped put pressure on South West Trains. They have just announced that the station will remain open over the weekend. "United, we succeeded in saving a much needed service and jobs at the same time," said local campaigner Mike Butlin.

  • [From COMMENTS Winter 2008-9]: RENEWING the Riverside: Council gives go-ahead for exciting plans to renew derelict site: Local campaigners Mike Butlin, Matthew Hull and Steve Topol have welcomed the Liberal Democrat Council's plans to build a river centre on the old swimming pool site at the Embankment. The new river centre will benefit Twickenham by bringing people to the town centre, and is backed by the Environment Trust and Sir David Attenborough. Three top companies who have a track record of developing community schemes, are now drawing up detailed plans. The plans will then go to community consultation early this year. Local campaigner Steve Topol said, "The river centre will be a unique attraction, and bring people to Twickenham. The best news is that the re-development of this eyesore won't cost local council taxpayers a penny. It is being paid for by a small private housing development that will also go on the site. " Mike Butlin added: "The Conservative plans don't add up. Clearing the site to grass it over, and then maintaining it, would cost local council taxpayers money and not bring any benefit to Twickenham. "
  • PLANS for the site include: • A River Centre: This will be a building of architectural merit, with a timber structure, and will be in keeping with its riverside location. • New Improved Playground: Larger than the existing playground. • A Cafe: The cafe will convert into a riverside restaurant in the evening. • Public Open Space: 58 % of the site will be public space. Embankment carparking will be moved to the rear of the river centre, with no overall loss of parking for residents. • Inside the River Centre: An Exhibition Centre, showing the life that inhabits the river and riverside, as well as a Thames Aquarium. There will be a web-cam on the environment and an interactive water module. Part of the Exhibition Centre will show the history of boat building. • Qualifications and apprenticeships in river & land based skills for 14-19 year olds: Courses on sustainability, green construction and climate change for both teenagers & adults. Teenagers will be safe and welcome on the site. • Links to the local clubs that row and sail on the river, and electric boats for hire.

  • ROAD Safety : Local campaigner, Mike Butlin has been contacted by local people who are concerned about safety at the junction of Cross Deep, Strawberry Vale and Waldegrave Rd. The Council has consulted residents measures to reduce accidents. Current proposals involve widening the existing pedestrian crossing in Cross Deep, installing a zebra crossing and widening the traffic island in Waldegrave Rd, installing a granite kerb to delineate the cycle lane in Cross Deep.
  • RADNOR Gardens : In our last Comments, Matthew was pleased to report that the Lib Dem led Council had made improvements to the Bowling Club Green, the South Gate, and the pathway in Radnor Gardens. Bollards had been installed on the pathway to prevent vehicles driving on the soft grass where they created ruts. Success! Following action from your local Lib Dem team, Comments is now pleased to report further improvements to these excellent Gardens. A replacement Catalpa tree and a Paullina tree are to be planted. Three new willow trees are to be planted. In addition, the Liberal Democrat led Council has invested £15000 in improvements to the Bowling Club House. Matt said, "We will continue to make more improvements, and will keep residents fully updated."
  • LIBERAL Democrat spokesman Steve Topol has condemned the latestplanning application proposed for the old electricity building on Hamilton Rd. The developer proposes to have 27 housing units, but with parking spaces for only 24 vehicles. Residents in the new development would park their cars in Hamilton Rd and into neighbouring Norcutt, Warwick, Colne, and Edwin Roads, where parking is already difficult and traffic movements are heavy. Local campaigner, Steve Topol said, "The property developer put in a planningapplication in 2007 for this site, which was rejected, the developer appealed to the Planning Inspectorate, and it was rejected. Now they have put in another application, which is even more out of keeping with this historic site. Your local Lib Dem campaigners will fight against this application."

2008 & previous years:

[From COMMENTS Summer 2008]: • LIB Dem Richmond Council has continued its drive to improve school standards by earmarking two schools, Whitton School and Hampton Community College, for academy status. The academy plan could see significant improvements in standards and a multi million pound in- vestment in new buildings for the schools. The preferred sponsor for the Whitton and HCC schools is Kunskapsskolan, the largest independent provider of schools in Sweden. Sweden has some of the best secondary education in Europe, and the council is bringing that expertise to Richmond. The schools will remain English, but use the most modern personalised learning techniques. The local authority intends to act as a co-sponsor. Their potential arrival in the borough has been welcomed by local MP Vince Cable, and the Department for Children, Schools and Families. Nationally, the Conservatives have also heavily praised the Swedish model of education "This is good news for local parents. The academy programme will see millions of pounds made available for school refurbishment. Most importantly, local children could get the opportunity to benefit from an organisation who have a track record of delivering first rate education," said Vince Cable MP. A consultation process with the schools, local parents, and nearby primary schools is underway. In the autumn, if the council gives the go-ahead, and government approval is obtained, a full community consultation process begins.
  • FACELIFT for Radnor Gardens: The Bowls Club Green and its borders have now been renewed to a very high standard. The South Gate has been redecorated. The path leading to the gazebo has been resurfaced. Bollards have been installed on the pathway to prevent vehicles driving on to the soft grass where they created ruts. Commenting on the improvements, local campaigner, Matthew Hull said, "Radnor Gardens are a gem in Strawberry Hill. I am delighted the Council are preserving & improving these superb gardens for the people of Twickenham." Richmond-upon-Thames has more green space than any other London Borough. The Council's parks section maintains more than 100 parks, open spaces, commons and woodlands, as well as playgrounds and sport pitches.   • COLNE Road Traffic Problems: Steve carried out his own survey of residents, after they contacted him about problems they were having parking on their road. " People have told me of their anger at being prevented from parking in their own street. I am delighted that the Council will carry out an official consultation about a regular weekday CPZ and a rugby match day CPZ. The Council is going to work with residents to try and help solve the problem. It is important to remember that these schemes are only every introduced if the majority of residents request it," said Steve.
  • SPEEDING in Strawberry Hill: A Pedestrian refuge has now been installed where Strawberry Vale joins Twickenham Rd. The Pedestrian Refuge will reduce traffic speeds, therefore protecting pedestrians. Lib Dem campaigner Michael Butlin said, 'I welcome the Council's actions to reduce traffic speeds along this stretch of Strawberry Vale. Pedestrian safety was at real risk".
  • RECYCLING rate tops 40 %: The Council are now looking at ways to simplify the system in an effort to drive the recycling figure over the 50 % mark. When the Lib Dems took control of Richmond Council they promised to put the environment at heart of decision making. The Council have now won national praise for its green schemes. Action speaks louder than words!

  • June 2007: RIVERSIDE regeneration a step closer: Plans to regenerate Twickenham's riverside continue to move ahead - the latest step being the selection of consultants to draw up a development brief for the site.
A panel chaired by the Council Leader and including a representative from the Environment Trust for Richmond upon Thames http://www.environmenttrust.co.uk/, who will operate the proposed River Centre on part of the site, have recommended the appointment of urban design experts, Urban Practitioners http://www.urbanpractitioners.co.uk/, for the task. Once their appointment is confirmed, they will hold a series of consultations with local residents and local interest groups over the coming months. These sessions will feed into their work on the brief and will include presentations, workshops and exhibitions. The final brief, which will spell out the type of development envisaged for the derelict riverside site, is expected to be completed by December. It will then be used for an exercise, to be held in early 2008, to seek a developer partner. Council Leader, Cllr Serge Lourie, said this week: "We want to ensure the greatest opportunity for a viable, sustainable scheme for the site. We were very impressed by the Urban Practitioners team, in particular their approach to tackling the range of complex issues that we face at the Twickenham Riverside site. We are confident that they are the right consultants to help us ensure a high quality development sensitive to the riverside and town centre location that is highly sustainable and incorporates an outstanding community resource that will be the River Centre. We are determined to work closely with the local community and ward councillors to ensure that the scheme is widely welcomed by local people."

2006:

  • FROM COMMENTS Winter 2006/7: A flag ship eco-friendly RIVER CENTRE, offering river-related and environmental education and leisure opportunities for all ages and abilities, will be part of new development plans for the old baths site. The Twickenham River Centre will be run by the Environment Trust (ET) and will include a café, toilets, boat hire and much more. The next stage will be the production of a new Development Brief for the whole site, based on the planning requirements of a mixed use development, including public open space, homes and restaurants. Cllr Denise Carr says "I congratulate the Trust on their wonderful proposal. I look forward to working in partnership with them and with the many local residents who care passionately about this site and want to see it brought back to life. The Council is committed to environmental sustainability and we will be bringing forward proposals which demonstrate how buildings and the street scene can contribute to this."
  • COMMUNITY groups, residents and businesses have welcomed the Council's decision to reverse the previous Tory administration's plans to scrap the Town Centre Manager. And at a packed meeting in York House in October, residents called for the Town Centre Management Plan to be updated and public involvement improved. Cllr David Trigg says "The Manager's post was set up by the Liberal Democrats 1997 in order to help revitalise the town and attract more shoppers and visitors. Successful initiatives like the Twickenham festival, Christmas lights, the weekly Farmers Market, summer al fresco dining in Church Street and much more have been developed - but the town centre faces new challenges, with an ever growing late night economy, too many empty shop units and few other leisure opportunities." Cllr Carr added "the turnout and enthusiasm at the meeting was fantastic. The ward councillors will now be working with the Manager, businesses and the community to agree new targets and deliver improvements."
  • FOLLOWING a campaign by Twickenham Town Centre Manager Esther Worboys and your ward councillors to improve public transport for late night revellers, the 281 night service started running 6 months ago - and now it is so popular you can hardly get a seat. Cllr Trigg says "helping people disperse quickly when the pubs and clubs close means less chance of crime, noise and nuisance. This has been a great success and we need more late night bus services to take people safely home."

  • CONCERNS about late night, alcohol induced anti-social behaviour in York Street have led to residents calling for better policing and CCTV cameras. Cllr Trigg says "Police figures show that the area is a borough hotspot for crime on a Thursday, Friday and Saturday nights. CCTV can help both prevent and detect criminality and I have asked the Council to look at this."
  • A MEETING of the Regulatory Committee on 6 February agreed revised arrangements for this popular summer dining experience. The season will run from 24 May to the 9 September, Thursday - Sunday, with the street closed until 10pm on Thursdays, 11pm on Fridays, 11.30pm on Saturdays and 10pm on Sundays. Cllr Carr says "The Committee has granted slightly later hours for Saturday and Sunday nights, but I hope that licensees will listen to the concerns of local residents about noise and refuse so that everyone can benefit from the season."
  • LOCAL youth centre, Heatham House, is one of five across the borough which will benefit from £575,000 capital investment and £250,000 service investment over the next twelve months. Cllr Michael Wilson says "Heatham House is a great centre with lots of activities, events, advice and support for young people, but the building needs this capital investment and the revenue funding will enable a much needed expansion of the activities provided. We are committed to increasing the resources for our youth centres and to giving young people a voice in deciding how the money is used."
  • JUNK mail and flyers are a nuisance, a waste of resources and add to the rubbish mountain. The borough's EcoAction Team is offering free "No Junk Mail" stickers for residents to attach to letterboxes. Call 08456 122660 or e-mail recycling@richmond.gov.uk for a sticker. You can also call the Mail Preference Service to stop 95% of unwanted mail by calling 0845-070-0707.
