• From Comments Winter 2011: IMPROVED safety on London Road roundabout: Cllr Geoff Acton has been working with GLA transport rep Caroline Pidgeon and TfL to progress long awaited pedestrian and cyclist improvements at this busy roundabout. Whilst full signalling and provision of a pelican crossing on the northern arm looks logistically impossible, new lane designs, crossing points and the eventual closure of the Cole Park Road north exit to Chertsey Road are all in hand. It is hoped that initial works will commence shortly following recent tree planting, with further improvements in 2012/3. Local residents are now starting up a petition for road closure, contact us for details.
• SUPPORTING local businesses: Shops in St Margaret's continue to do well with a very active trader's association supported by Lib Dem Councillors Acton and Khosa. Help with grants, Christmas Fair support and additional parking provision has meant no empty shops despite the recession. Successful summer events, despite the weather, have encouraged residents to continue to support their local shops
• YOUR Lib Dem Councillors have delivered on: Closure of Chudleigh Road/A316 exit for safety reasons; Improved toilet provision by the RFU; Planning issues in London Road, Lime Grove and St Margaret's Road; Repairing street lights in Cole Park Road promptly; Street cleaning in Burnside Close; and Supporting residents against high rise development at Twickenham station
• THE Government has just made it easier and cheaper for Councils to introduce 20 mph zones. This means that in residential areas, especially where road speeds are already below 24 mph because of road calming, narrow roads or heavy parking, roads can be designated 20 mph zones simply with signage at the beginning and end of the road and 20 mph roundels painted on the road surface.
The good news is that the current Conservative administration supports the changes, but the bad news is that they will not even consider taking action unless more than 51% of the households in a road formally agree to a 20 mph limit. While consultation is vital, response rates from householders are notoriously low, so a threshold of 51% would never be achieved. So, if you want a 20 mph limit in your road, contact us to start a petition, and we will knock on each door of the road. Remember, the chances of a pedestrian being killed in a vehicle collision is 90 % at 40 mph, 20 % at 30 mph, and 3 % at 20mph. Reclaim residential areas for the residents and protect your children and the elderly!
• CALL for parking consultation: After the popular and successful implementation some time ago of a Controlled Parking Zone (CPZ) in St Margaret's roads which clearly voted for it, the then Lib Dem Council were to reconsult six months after this implementation. We have for many months been struggling to get the current Conservative Council to do the right thing and reconsult in the affected roads and provide relief where possible. We are now happy to report that after joint requests from the Community and all three of your current Councillors the Council has agreed to seek views from each house in the following Roads: Brook Road, Chertsey Road nos. 2 - 60, St Margaret's Grove and South Western Road. This will happen in the next few weeks and residents could look for implementation by next spring/summer providing all the criteria is met. Make sure you respond and make your views count and remember the Council will need at least 51 % of all households consulted to respond favourably for any new CPZ or extension.
• SAFER Neighbourhood Team Meeting: The next meeting of the Safer Neighbourhood police team is at 7.30pm on the 6th December at the Richmond College in Egerton Road, off the A316, where there is adequate parking. Meetings are held at alternate locations in N Twickenham and St Margaret's. A new sergeant, Mike Somers, has been appointed. • [From Comments Spring 2011] ANGER Grows Over Station Development: Residents, supported by their local councillors, are continuing to make their views heard about the overbearing nature of the development planned for Twickenham Station. The planning application for the main development had been put on hold by the Council, but it has now been accepted despite the developers only making minor concessions, and much to the anger of local residents. A separate planning application for a concrete podium to support future buildings is also now under consideration.
Protecting Twickenham's Townscape: "The developers' plans still do not comply with the Council's development plans for the area. We will continue to work with local residents so that we have a suitable development plan for the station and the local area. Any development of the area has to fit with Twickenham's townscape. Please do let us know your views," said Cllr Geoff Acton. • TWICKENHAM Day Centre Cut Yet Council spends over £400,000 subsidising car parking for 4x4s: "It is a disgrace that the Conservative Council is subsidising parking for 4x4s, but cutting frontline services," said Cllr Khosa Local residents have been left reeling after the Conservative Council announced its intention to press ahead with its massively unpopular and damaging decision to close an elderly day care centre in Twickenham.
Local residents' views ignored: Despite protests and recommendations by an independent council task group, which outlined ways to save money and keep the centre open, the decision to close has gone ahead. Cllr Ben Khosa, part of the Lib Dem "Save our Day Centres" campaign team, said: "The Conservatives are prepared to subsidise parking charges for high CO2 emission vehicles to the tune of £410,000, but not prepared to spend money on an important frontline facility like this one. It is a nothing short of an outrage."
Emergency Council Meeting: Liberal Democrat councillors used special powers to invoke an Extraordinary General Meeting of Richmond Council so that the closure could be discussed. "The Conservatives have pressed ahead without consulting. We called a meeting so they could come to the Council and explain themselves," added Cllr Acton.
• CONSERVATION Area Extension: At a January meeting of the Council, the Conservative Cabinet decided due to the low overall response from the public, the planned expansion of the St Margaret's Conservation area would go ahead only for properties on the west side of St Margaret's Road. Following representations from Lib Dem Councillors and local resident Hilary Thompson, the Council has now agreed to defer the final decision on the extension until the results for the All in One consultation are finalised at the end of March. • RUGBY Day Road Closures: Event days at the RFU are largely well managed, but residents continue to raise issues with your local councillors. "Road closures have to be put in place at times, but residents rightly expect to be able to access their homes as much as is possible. We will ensure the community has the confidence that these expectations are met," said Cllr Ben Khosa Your Councillors are working with all relevant agencies to ensure the best is being done. • PHILIP Morgan was recently elected as the new Chair of the Ward Police Liaison Group [PLG]. A local resident for over 35 years in North Twickenham and St. Margaret's, Philip is well placed to represent residents on police issues. He looks forward to bringing local concerns to the attention of the police, at the Group public meetings. These cover the whole ward, and are held alternately in N. Twickenham and St Margaret's locations. The next meeting will be in St Margaret's. Residents will be notified of the meeting details, nearer the time. I have spent over thirty years in the automotive marketing sector, mainly with manufacturers and was Director of Marketing with Saab in the mid nineties. Subsequently I have been consulting with manufacturers, suppliers and dealers. I am also an active amateur musician, play tennis as much as I can and enjoy walking and going to the gym. I am a keen arts fan and enjoy all types of music and theatre as well as trying to practise culinary arts!

I was born in Punjab, India, in 1955 and came to London in 1966. I attended Southall Technical College, where I qualified as a video and TV engineer. Since 1985, when I moved to Twickenham to take over a convenience store, I have been in business on my own account. I now manage a portfolio of commercial and residential property and a family launderette. I am married with two children, one a trainee solicitor, and two grandchildren. I am a Governor of Chase Bridge Primary School, a member of the Heatham House Advisory Group, the Hounslow Sikh Temple and the Sikh Arts and Cultural Association. I am a keen cyclist: I am a member of the Cycle Liaison Group and was one of the Borough's first Cycle Ambassadors looking for ways to encourage others to take up cycling.

I was brought up in Wales, educated at London University and have lived in Twickenham ever since; 5 years in St Margaret's and 30 years in North Twickenham. My career was in Government Service where I was responsible for work related educational schemes and employment opportunities for young people and the unemployed. Over the last 10 years I have been directly concerned with local community issues including successful traffic improvements and saving playing fields from development. I am particularly pleased in playing a major role in removing council heavy goods vehicles from residential roads. I am chair of a local residents association. I offer residents the knowledge and practical experience in local environmental and social issues having lived here for so long.
