• [Aug 15] Cllr Jerry Elloy* writes: CONSERVATIVES are continuing to spread misinformation about the borough's CO2-based parking scheme, introduced by the Liberal Democrats in 2007. They are repeatedly describing the scheme as 'unpopular' and saying that the public rejected it in public consultation. Quite the opposite is in fact the case.
Whilst the Conservatives refuse to consult the public on this issue, the Liberals Democrats commissioned a major public survey in 2007 before the green charges were introduced. This survey of over 1,500 local residents, which was externally validated by MORI, showed that 55% of those who expressed a view supported the CO2-based charges, compared to 45% who opposed the scheme. The survey showed majority support both from borough residents generally and from those specifically who lived in CPZ zones. Importantly, the survey also showed that 64% of residents said they would consider buying a lower emission car when they next changed vehicle as a result of the scheme. This survey remains the only public survey of residents' attitudes to this scheme.
The scheme has only been running for three years, but already the proportion of permits issued to the highest emission cars (Band G) has fallen from 16% to 13% and the proportion issued to low emission cars (Bands A-C) has increased 7 points to 32 %.
