I have been saying publicly that we want a flexible visa regime. The British government had to introduce an overall cap on international migration to reassure the public that migrations are under control. There is a Cabinet commitment to do that. However, my colleagues and I also make it clear that we welcome people coming to Britain for genuine reasons, particularly to facilitate business and for high-level exchanges of scientists. We are currently in the consultation stage and I haven't got details, but I certainly want to see a flexible arrangement that does not get into the way of good links with India . . '
