. . [We] have been waiting ever since to hear what this "green slot" idea means in practice. This week, in the high court, [it] will be one of the issues at the heart of the judicial review brought by a coalition of London councils, green groups and local residents to challenge the government's decision on Heathrow . . It should not require a court case for the government to recognise its responsibilities. Heathrow expansion should preferably be dropped altogether, but if not, the debate should start again with all the issues put forward for discussion. This doesn't just need a new consultation; it needs a new white paper.
